The creation, by decision of the President of the Republic Abdelmadjid Tebboune, of seven positions of special envoys under the direct authority of the Minister of Foreign Affairs and National Community Abroad, responsible for leading the action of Algeria on seven key areas of effort will give our diplomacy, increasingly active on the regional and continental scene in particular, the fullness of its talent and its will, which has never been lacking, to resolve conflicts by peaceful means, far from any interference in the internal affairs of States. This task, as noble as it is heavy with responsibility, has been entrusted to seven senior officials who have proven their competence in the international arena.
Tools at the service of Algerian diplomacy
Analysts and observers who had detected in the inaugural speech of President Tebboune delivered on December 19, 2019, the clear desire to restore Algerian diplomacy its letters of nobility, after an eclipse of a few years, were right. The action plan of the government Benabderrahmane presented to Parliament is proof. But not only, the creation, on its decision of seven posts of special envoys, under the direct authority of the Minister of Foreign Affairs, responsible for conducting the international action of Algeria on seven axes of essential efforts reflecting its interests and priorities, is another proof. These positions of special envoys, a first in Algeria, are new tools that Algerian diplomacy will not fail to use wisely. They are able to give it a new breath, expected for years, and a greater influence on the regional and international scenes. According to a diplomatic source, “this adjustment is intended to strengthen the capacity for interaction and influence of our diplomacy, and the multiplication of the presence of Algeria and the effectiveness of its action on the international and regional scenes as well as on global and cross-cutting issues. The profile of those chosen to occupy these positions leaves no doubt as to the willingness of Algeria to no longer leave the defense of its interests and its priorities in the hands of the first come. The seven missionaries appointed to the post of special envoy are executives and experienced experts. High-level diplomats with skills recognized by their peers who have had to work with them in Algeria or in the course of their duties abroad. And all, as they are, have accumulated a vast experience that should allow them to accompany usefully and collectively the Minister of Foreign Affairs. They will accompany him in particular “in terms of analysis and anticipation” in the perspective outlined by the Head of State concerning a truly dynamic and proactive diplomacy, which can be able to have the capacity to take initiatives on the major regional and international issues and to be part of a logic of influence. This diplomatic redeployment will not fail to bear fruit by strengthening the role of Algeria as a middle power producing and exporting peace, stability and security. The profound modernization of the diplomatic apparatus, its working methods and its necessary adaptation to the challenges of the hour is only at its beginning. The conclusions of the major conference that will soon bring together all heads of diplomatic posts will contribute to the implementation of this objective.
