The President of the Republic, Supreme Leader of the Armed Forces, Minister of National Defense, Abdelmadjid Tebboune, chaired, yesterday, a meeting of the Council of Ministers, devoted to the examination and approval of a bill on the fight against speculation and the presentation of presentations relating to several sectors, says a statement of the Presidency of the Republic, which reads:
“The President of the Republic, Supreme Leader of the Armed Forces, Minister of National Defense, Abdelmadjid Tebboune, chaired, Sunday, October 17, 2021, a meeting of the Council of Ministers, devoted to the review and approval of a bill on the fight against speculation and the presentation of presentations on the organization and operation of Djamaâ El-Djazaïr, the start of university and vocational training 2021-2022, in addition to the adoption of several decrees relating to the international cooperation and energy.
After the opening of the session by the President of the Republic and the presentation by the Prime Minister, Minister of Finance, Aïmene Benabderrahmane on the action of the Government and the various presentations on the agenda, the President of the Republic gave the following instructions and guidance:
Concerning the bill relating to the fight against speculation:
– Revision of the Penal Code to provide for a maximum penalty of up to 30 years in prison and life for individuals involved in the crime of speculation.
– The President directed the Minister of Commerce to raise awareness among traders and civil society on the law on the fight against speculation and present it to citizens via the media, to distinguish between organized storage for commercial purposes and storage to create shortage or cause a price increase.
– Highlight the importance of the responsible role of civil society and the media in the fight against unfair trade practices.
– Encourage the rationalization of consumption to fight against parasites and parties that try to increase prices to create chaos and despair.
Regarding the organization and operation of Djamaâ El-Djazaïr:
– Complete all aspects related to the receipt of the various structures constituting this building and equip it fully in accordance with the quality standards required for this spiritual institution.
– To give the agreement of principle concerning the texts proposed for the organization of Jamaâ El-Djazaïr at the scientific and administrative level, and to place it under the supervision of the Prime Minister.
– To raise the level of training of managers, executives responsible for the management of this building, in collaboration with various partners experienced in the management of such facilities.
Regarding the 2021/2022 academic year:
– To find mechanisms to direct the general distribution of the university specialities towards the exact sciences and technology.
– To continue the concretization of the two principles of specialization and excellence, to achieve the creation of specialized university cities according to the means of the university establishments and their economic and social environments.
– To involve the Algerian university competences in the various programs aiming at the realization of the digital sovereignty.
– To develop cooperation programs with brotherly and friendly countries, in order to frame the participation of Algerian experts in development efforts.
– To provide the necessary means to ensure a quality training, while ensuring to take advantage of the skills of university executives.
– To grant a particular interest to the training and the higher scientific supervision in the two Higher Schools of Mathematics and Artificial Intelligence, by respecting the best averages in all regions of the country.
Regarding the 2021/2022 professional year:
– Continue the work to develop the complementarity between the training offers and the requirements of the economic world, in order to satisfy in particular the needs of economic enterprises in the training of human resources.
– To enhance the value of training in branches and fields that are still based on traditional management methods, in particular aquaculture, fishing boat construction and renewable energies.
– To ensure cohesion between the programs of vocational training and higher education, within the framework of the national development plan, especially in promising sectors, such as the pharmaceutical industry.
– To open the field of training to workers seconded from companies and enterprises, in the various centers of vocational training, with the help of the state.
Before adjourning the meeting, the Council of Ministers approved a proposal submitted by the Minister of Foreign Affairs and the National Community abroad to make available to children of the national community a toll-free number at the level of embassies and consulates, in order to ensure permanent and immediate protection and listen to their concerns in case of problems abroad.
The Council has also approved a number of individual decisions on appointments and termination of functions for senior positions of the State.
