The healthcare sectorAlgeria is preparing to become one of the key areas of the Italian government’s Mattei Plan for Africa, together with energy, agriculture, universities and scientific research, following the signing of a partnership agreement between the National Social Security Fund (Cnas) and The San Donato Group. Diplomatic sources, quoted by the Algerian newspaper “Echorouk”, indicated that a significant part of the agreement aims to transform Algeria into a training center for the entire African continent. This objective will be achieved thanks to the “PanAfrican Esculapio Program”, supported by the San Donato Group and its corporate holding Gksd. The same sources explained that the cooperation project between the Cnas and the main group of Italian private hospitals is not limited to medical assistance, but also includes training and technology transfer. This project could be integrated into the Mattei Plan, launched by the Prime Minister, Giorgia Meloni.
On Monday 20 May, the two parties signed a partnership agreement, in the presence of the general director of the Italian private healthcare group, Nadir Goudarzi, of the head of international cooperation development of the San Donato Group, James Loic George, and of the Algerian ministers of Labor and Employment, Faisal Ben Taleb, and of Health, Abdelhak Saihi. The Italian consul in Algeria, Omar Apolloni, was also present. Only a week earlier, Algeria and Italy had signed a memorandum of understanding in the field of higher education and scientific research, on the occasion of the visit to the North African country of the Italian Minister of University and Research, Anna Maria Bernini. “With this signature, the higher education and scientific research sector joins the energy and agriculture sectors in the vast Mattei Plan, which provides projects and programs for the African continent worth 5,5 billion euros ”, writes the Algerian newspaper.
During her visit to Algeria on 22 and 23 January 2023, Prime Minister Meloni had announced energy projects, including gas and renewable energy, including the production and transport of hydrogen. Subsequently, reports “Echorouk, the Italian government has revealed further projects from which Algeria will benefit as part of the Mattei plan, in particular the development of agriculture. This includes launching a satellite surveillance and monitoring system for agricultural crops, covering all stages of production, from plowing and planting to harvesting. Furthermore, the Italian company Bonifiche Ferraresi is about to start a wheat production project on an initial area of 36.000 hectares in the wilaya (provinces) of Adrar and Touggourt, in the south of the country, again within the vision of the Mattei Plan.
