Initiatives and Impact of the Algerian Startup Fund

Minister Oualid highlighted the significance of the Algerian Startup Fund, established to bridge the capital gap for early-stage startups. Initiated by the President of the Republic in 2012, the fund has so far invested nearly two billion dinars in local startups. These investments, ranging from five million to 150 million dinars per startup, aim to nurture early-stage ventures and stimulate innovation.

The fund, structured as a venture capital entity with six national public fund shareholders, also manages the Whea Investment Funds, amounting to 58 billion dinars. With over $400 million in total funding capacity, the fund has begun to see promising growth in various sectors, including spatial industries, artificial intelligence, and agricultural technology.

 

Diversifying the Economy

One of the government’s primary goals is to transition from a resource-based economy to a knowledge-based one, thereby reducing reliance on hydrocarbons. Minister Oualid emphasized the importance of fostering a knowledge economy that enhances research and development and bridges the gap between academia and industry. By investing in human capital and innovation, the ministry aims to create a conducive environment for startups to flourish.

 

Support for Startups

The ministry’s efforts are not limited to funding. There is a strong emphasis on creating an ecosystem that supports startups through various stages of growth. Over 100 labeled incubators across Algeria provide essential support and training. Additionally, the ministry launched Alger Venture, a startup accelerator that helps startups access markets, participate in international technology events, and connect with investors.

 

Enhancing Research and Development

To boost research and development, the ministry offers substantial tax incentives. Companies can benefit from tax credits up to $1 million for their R&D expenditures. The recent launch of the Innovation Platform simplifies the process for companies to claim these incentives. The Kickstart program, aimed at supporting innovative university projects, is another critical initiative. In its initial phase, the program will support 220 project holders, providing them with the necessary resources to bring their ideas to market.

 

Collaboration with Higher Education

The ministry collaborates closely with the Ministry of Higher Education to foster entrepreneurial spirit among students. This collaboration has led to the establishment of incubators and entrepreneurship development centers within universities, offering students support and resources to develop their business ideas. The integration of industry-related KPIs in universities reflects a significant shift towards practical, innovation-driven education.

 

Facilitating Entrepreneurial Ventures

The National Agency for Self-Entrepreneurship has registered over 42,000 users, with more than 10,000 self-entrepreneurship cards issued. This initiative allows individuals to start a business within minutes, entirely online, and offers significant tax advantages. The streamlined process ensures that new entrepreneurs are also automatically registered for tax and social security services, reducing the size of the informal economy and formalizing more business activities.

 

International Exposure and Brain Gain

A notable initiative introduced at the Algeria International Fair is the Algeria Startup Learning Expedition. This program, announced by the President of the Republic, will send 450 startups to visit tech giants in South Korea, the United States, and China. The aim is to expose Algerian startups to advanced ecosystems, fostering partnerships and investment opportunities. The program is expected to significantly enhance the global visibility of Algerian startups.
