A new ini\u00adtia\u00adtive is under\u00adway in Algeria to plant 400,000\u202fhectares of olive trees across the coun\u00adtry by 2024.<\/p>\n

Bela\u00e2sla M\u2019hamed, the pres\u00adi\u00addent of Algeria\u2019s National Interprofessional Council for the Olive Sector, said the pro\u00adgram will almost dou\u00adble the total amount of olive groves cur\u00adrently grown in the coun\u00adtry, esti\u00admated to be 500,000\u202fhectares.<\/p>\n

The announce\u00adment comes on the heels of a\u00a0sep\u00ada\u00adrate ini\u00adtia\u00adtive from the Algerian gov\u00adern\u00adment to stim\u00adu\u00adlate\u00a0olive oil exports<\/a>\u00a0by low\u00ader\u00ading bureau\u00adcratic hur\u00addles and pro\u00advid\u00ading more resources to pro\u00adduc\u00aders and exporters. The gov\u00adern\u00adment sees olive oil as one of the sec\u00adtors in the coun\u00adtry with the high\u00adest devel\u00adop\u00adment poten\u00adtial.<\/p>\n

According to\u00a0data<\/a>\u00a0from the Observatory of Economic Complexity (OEC), Algeria exported $178,000 (\u20ac150,000) worth of vir\u00adgin and extra vir\u00adgin olive oil in 2019 (the last year for which data are avail\u00adable), an increase of more than 1,000 per\u00adcent since 2000.<\/p>\n

Algeria also exports non-vir\u00adgin olive oils blended with other veg\u00adetable oils and lam\u00adpante olive oil, but in far lower quan\u00adti\u00adties.<\/p>\n

The North African coun\u00adtry is the ninth-largest olive oil pro\u00adducer glob\u00adally, but about 99 per\u00adcent of its annual pro\u00adduc\u00adtion is des\u00adtined for domes\u00adtic con\u00adsump\u00adtion.<\/p>\n

According to data from the International Olive Council, 2020\/21 was a\u00a0poor crop year<\/a>, but pro\u00adduc\u00aders still yielded 89,500 tons. The total rep\u00adre\u00adsents a\u00a0sig\u00adnif\u00adi\u00adcant dip from the record-high 125,500 tons of 2019\/20 and falls just below the rolling five-year aver\u00adage.<\/p>\n

Algeria is also the fourth-largest pro\u00adducer of\u00a0table olives<\/a>, har\u00advest\u00ading 309,500 tons in the cur\u00adrent crop year, the sec\u00adond-high\u00adest total in the nation\u2019s his\u00adtory. According to the OEC, table olive exports are worth $59,000 (\u20ac50,000) per annum.<\/p>\n

However, M\u2019hamed argued that the largely frag\u00admented and\u00a0tra\u00addi\u00adtional pro\u00adduc\u00adtion meth\u00adods<\/a>\u00a0used by most of the country\u2019s olive farm\u00aders are inef\u00adfi\u00adcient and\u00a0hold the sec\u00adtor back<\/a>\u00a0from reach\u00ading its full poten\u00adtial.<\/p>\n

\u201c<\/span>Some farm\u00aders versed in olive pro\u00adduc\u00adtion extract the oil them\u00adselves, a\u00a0sit\u00adu\u00ada\u00adtion which should no longer be rec\u00adog\u00adnized for greater effi\u00adciency of the pro\u00adduc\u00adtion process and which may affect quan\u00adtity and qual\u00adity,\u201d he told a\u00a0meet\u00ading of the olive sec\u00adtor in the north\u00adern city of A\u00efn Defla.<\/p>\n

According to an analy\u00adsis from Juan Vilar Strategic Consulting (which esti\u00admates that there are only 390,000\u202fhectares of olive groves in the coun\u00adtry instead of 500,000), about 75 per\u00adcent of the country\u2019s olive trees are tra\u00addi\u00adtion\u00adally grown. Many of these trees are used for sub\u00adsis\u00adtence farm\u00ading, which local grow\u00aders see as more eco\u00adnom\u00adi\u00adcal than enter\u00ading the export mar\u00adket.<\/p>\n

M\u2019hamed is advo\u00adcat\u00ading for the sec\u00adtor to become more inte\u00adgrated and said that in so doing, olive farm\u00aders would be able to drive down pro\u00adduc\u00adtion costs, which are viewed as one of the biggest hur\u00addles for stim\u00adu\u00adlat\u00ading olive oil exports.<\/p>\n

\u201c<\/span>Currently, olive oil costs between 700 dinars (\u20ac4.43) and 800 dinars (\u20ac5.07) per liter, a\u00a0sit\u00adu\u00ada\u00adtion that must change if we want to be com\u00adpet\u00adi\u00adtive with regard to exports,\u201d M\u2019hamed said.<\/p>\n

One of the ways in which M\u2019hamed believes the sec\u00adtor can drive down pro\u00adduc\u00adtion costs is to\u00a0mod\u00adern\u00adize its olive groves<\/a>, con\u00advert\u00ading tra\u00addi\u00adtional groves to high-den\u00adsity and\u00a0super-high-den\u00adsity<\/a>\u00a0farms, which only make up 19 per\u00adcent and six per\u00adcent of all the country\u2019s olive groves, respec\u00adtively.<\/p>\n

He argued that this would help drive down costs asso\u00adci\u00adated with har\u00advest\u00ading olives and mit\u00adi\u00adgate the impact of the trees\u2019 nat\u00adural alter\u00adnate bear\u00ading cycle.<\/p>\n

Hadj Dja\u00e2lali, the direc\u00adtor for the local cham\u00adber of com\u00admerce, agrees. At the meet\u00ading, he said that tak\u00ading these steps would dou\u00adble the value of the country\u2019s olive oil exports,\u00a0\u200b\u201c<\/span>ensur\u00ading addi\u00adtional inflows in for\u00adeign cur\u00adrency for the coun\u00adtry.\u201d<\/p>\n

The addi\u00adtional cap\u00adi\u00adtal could then be used to invest in the sec\u00adtor, prepar\u00ading it for the\u00a0increas\u00adingly hot and dry weather<\/a>\u00a0expected as a\u00a0result of\u00a0cli\u00admate change<\/a>. According to data from Juan Vilar Strategic Consultants, about 18 per\u00adcent of Algeria\u2019s olive groves are irri\u00adgated.<\/p>\n

This per\u00adcent\u00adage would need to increase dra\u00admat\u00adi\u00adcally as\u00a0data from the World Bank<\/a>\u00a0demon\u00adstrate that rain\u00adfall at cru\u00adcial moments in the olive grow\u00ading sea\u00adson is steadily decreas\u00ading. The World Bank also pre\u00addicts that aver\u00adage pre\u00adcip\u00adi\u00adta\u00adtion from March to May will fall by 16 per\u00adcent over the next 30\u202fyears.<\/p>\n
