{"id":66438,"date":"2022-12-27T18:25:30","date_gmt":"2022-12-27T17:25:30","guid":{"rendered":"https:\/\/jazairhope.org\/?p=66438"},"modified":"2022-12-27T18:25:30","modified_gmt":"2022-12-27T17:25:30","slug":"how-long-can-algerias-neutrality-in-the-ukraine-war-last","status":"publish","type":"post","link":"https:\/\/jazairhope.org\/en\/how-long-can-algerias-neutrality-in-the-ukraine-war-last\/","title":{"rendered":"How long can Algeria\u2019s neutrality in the Ukraine war last?"},"content":{"rendered":"<p><strong><span style=\"color: #003366\">responsiblestatecraft.org<\/span><\/strong><\/p>\n<p><span class=\"post__author--grey\" style=\"color: #003366\">Written by<\/span><br \/>\n<span style=\"color: #003366\">Emily Milliken\u00a0and\u00a0Giorgio Cafiero<\/span><\/p>\n<p><span style=\"color: #003366\">Rooted in a 1970s-era approach to global affairs based on\u00a0<a style=\"color: #003366\" href=\"https:\/\/www.tsa-algerie.com\/conflits-dans-le-monde-tebboune-parle-de-la-position-de-lalgerie\/\">non-alignment<\/a>, Algeria\u2019s response to Russia\u2019s invasion of Ukraine was unsurprising.<\/span><\/p>\n<p><span style=\"color: #003366\">While wanting to upset neither the Kremlin nor the West, Algeria has been neutral in this conflict. The situation in Ukraine, which dangerously escalates tensions between Russia \u2014 Algeria\u2019s strategic partner and\u00a0<a style=\"color: #003366\" href=\"https:\/\/warsawinstitute.org\/comparing-western-russian-arms-exports-middle-east-north-africa\/\">main arms supplier<\/a>\u00a0\u2014 and the North African country\u2019s Western partners, is a major test for Algerian non-alignment on the international stage.<\/span><\/p>\n<p><span style=\"color: #003366\">When Washington sought to rally the international community against Moscow at the United Nations General Assembly in early March, <strong>Algeria was the one Arab state that\u00a0<a style=\"color: #003366\" href=\"https:\/\/www.aljazeera.com\/news\/2022\/3\/3\/unga-resolution-against-ukraine-invasion-full-text\">abstained<\/a>\u00a0from the US-drafted resolution.<\/strong> Subsequently, the Algerians have taken neutral positions at the UN on other votes concerning the Russian invasion.<\/span><\/p>\n<p><span style=\"color: #003366\">\u201cAlgeria\u2019s reaction to Russia\u2019s invasion of Ukraine was tepid,\u201d Geoffrey Porter, the CEO of North Africa Risk Consulting, told Responsible Statecraft. \u201cIt does not view itself as a party to the conflict and therefore it has not staked out a position.\u201d Although this approach has effectively served Algerian interests, the longer this conflict rages on, Algeria will find neutrality harder to maintain.<\/span><\/p>\n<p><span style=\"color: #003366\">Some Western pundits and lawmakers in Washington accuse Algeria of backing Russia in this war. Although Algiers and Moscow maintain a robust Cold War-era partnership, Algeria has not aligned with Russia and the two countries\u00a0<a style=\"color: #003366\" href=\"https:\/\/www.arabnews.com\/node\/2079256\/middle-east\">do not see<\/a>\u00a0eye-to-eye on the conflict.<\/span><\/p>\n<p><span style=\"color: #003366\">Russian Foreign Minister Sergei Lavrov\u00a0stating\u00a0in May that Moscow understands Algeria\u2019s stance, rather than expressing support for it, illustrated this point. According to William Lawrence, a professor of political science at American University, the statement \u201cmeans Algeria was privately critical of what was going on but wasn\u2019t going to go any further than private criticism.<\/span><\/p>\n<blockquote><p><strong><span style=\"color: #003366\">Algeria\u2019s state and society are highly sensitive about maintaining independence on the international stage.<\/span><\/strong><\/p><\/blockquote>\n<p><span style=\"color: #003366\"> Although the Russians do not want to see Algeria uphold its energy agreements with European powers (let alone help them amid the ongoing global energy crisis), Algiers is choosing to play a role that is useful to Western powers amid this war. Algeria, unlike\u00a0<a style=\"color: #003366\" href=\"https:\/\/www.washingtonpost.com\/national-security\/2022\/11\/19\/russia-iran-drones-secret-deal\/\">Iran<\/a>\u00a0and\u00a0<a style=\"color: #003366\" href=\"https:\/\/www.bbc.com\/news\/world-europe-62804825\">North Korea<\/a>, has in no way supported Russia\u2019s rogue behavior in Ukraine. By the same token, Algeria has not bowed to Western pressure to end its dealings with Russia, nor taken official stances against Moscow over Ukraine.<\/span><\/p>\n<p><span style=\"color: #003366\">\u201cAlgiers has an opportunity here, and to some degree pursued it, to really kind of explore and signal to Europe and Western capitals what neutrality looks like,\u201d Lawrence told Responsible Statecraft.<\/span><\/p>\n<blockquote><p><strong><span style=\"color: #003366\">The extent to which Algeria has maintained close ties with Moscow is not an outcome of Algiers necessarily having any affinity for Russia. Rather, it is about widespread suspicions among Algerians toward France and other NATO members\u2019 intentions.<\/span><\/strong><\/p><\/blockquote>\n<p><span style=\"color: #003366\">The Western Sahara issue is always central to Algerian foreign policy decision-making. Algiers views growing Western support for Morocco on this front as problematic and reason to safeguard strong relations with Russia despite Moscow not necessarily being too supportive of Algeria on this file. Algiers believes it must continue buying Russian arms while feeling increasingly\u00a0<a style=\"color: #003366\" href=\"https:\/\/arabcenterdc.org\/resource\/western-sahara-figures-prominently-in-algeria-morocco-tensions\/\">threatened<\/a>\u00a0by the situation in Western Sahara and Moroccan-Israeli normalization.<\/span><\/p>\n<p><span style=\"color: #003366\">The Ukraine war has in some ways served Algeria\u2019s interests. Europe\u2019s post-February 24 energy dilemmas have increased Algeria\u2019s strategic importance to the West while EU members work to wean themselves off Russian hydrocarbons.<\/span><\/p>\n<p><span style=\"color: #003366\">Algerian natural gas exports to Italy have\u00a0<a style=\"color: #003366\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-09-21\/algeria-sees-natural-gas-exports-to-italy-jumping-20-this-year#xj4y7vzkg\">risen<\/a>\u00a020 percent this year. Earlier this month, the Italian energy giant ENI\u00a0<a style=\"color: #003366\" href=\"https:\/\/oilprice.com\/Energy\/Natural-Gas\/Can-North-African-Gas-Fill-The-Gap-In-Europe.html\">stated<\/a>\u00a0that it expects a doubling of Italian imports of Algerian gas by 2024 and a 50 percent\u00a0<a style=\"color: #003366\" href=\"https:\/\/atalayar.com\/en\/content\/germany-and-france-put-energy-diplomacy-top-their-agendas\">increase<\/a>\u00a0in Algeria\u2019s gas exports to France is possible.<\/span><\/p>\n<p><span style=\"color: #003366\">Slovenia too has turned to Algeria for help staying warm this winter. Foreign Minister Tanja Fajon and Infrastructure Minister Bojan Kumer went to Algeria earlier this month to secure a\u00a0<a style=\"color: #003366\" href=\"https:\/\/www.euractiv.com\/section\/politics\/news\/slovenia-secures-algerian-gas-to-cover-third-of-its-needs\/\">deal<\/a>\u00a0between Sonatrach (Algeria\u2019s national state-owned oil company) and Geoplin (Slovenia\u2019s largest distributor of natural gas) whereby Algeria will cover one third of the Central European country\u2019s gas needs for the upcoming three years beginning on January 1, 2023.<\/span><\/p>\n<p><span style=\"color: #003366\">Yet, this hasn\u2019t harmed Algerian-Russian relations. \u201cIt is being feted by European capitals like never before and this is with its ongoing ties to Moscow,\u201d said Porter. \u201cAlgeria has been a beneficiary of the conflict without having to compromise its foreign policy principles.\u201d<\/span><\/p>\n<p><span style=\"color: #003366\">Algeria\u2019s refusal to align with the West against Russia, however, has caused some officials in the United States to call for imposing sanctions on Algiers. In September, Republican lawmakers led by Rep. Lisa McClain (R-Mich.)\u00a0<a style=\"color: #003366\" href=\"https:\/\/english.alarabiya.net\/News\/world\/2022\/09\/29\/Bipartisan-letter-to-Blinken-calls-for-sanctions-on-Algeria-after-Russia-arms-deal\">demanded<\/a>\u00a0that the United States punish Algeria under the Countering America\u2019s Adversaries Through Sanctions Act. McClain\u00a0<a style=\"color: #003366\" href=\"https:\/\/mcclain.house.gov\/2022\/9\/rep-lisa-mcclain-leads-colleagues-in-demanding-sanctions-on-algeria-for-purchase-of-russian-weapons\">accused<\/a>\u00a0Algiers of \u201cdiplomatic support for Putin\u2019s tyrannical regime.\u201d While the official reason is Algeria\u2019s large purchases of Russian weapons, American officials are also unhappy with Algiers\u2019 support for\u00a0<a style=\"color: #003366\" href=\"https:\/\/apnews.com\/article\/middle-east-syria-bashar-assad-damascus-arab-league-881425710833e22b8a3b1715cade83e3\">rehabilitating<\/a>\u00a0the Syrian government and\u00a0<a style=\"color: #003366\" href=\"https:\/\/www.aa.com.tr\/en\/middle-east\/algerian-lawmakers-seek-to-criminalize-normalization-with-israel\/2590611\">opposition<\/a>\u00a0to the Abraham Accords.<\/span><\/p>\n<p><span style=\"color: #003366\">Yet, the Biden administration likely would not take such action against Algeria, which cooperates with Washington on counterterrorism and other areas.<\/span><\/p>\n<p><span style=\"color: #003366\">\u201cThere is a distinction between legislators in Washington and foreign policy professionals,\u201d explained Porter. \u201cThe latter are more familiar with the peculiarities of Algeria\u2019s foreign policy engagements. They place Algeria\u2019s foreign policy in a broader geographic and historical context and are less likely to respond to temporal developments. As for lawmakers, they are more prone to trying to score quick political points rather than forge lasting ties that advance U.S. foreign policy interests. For that reason, their calls for sanctions on Algeria will fall on deaf ears in President Biden\u2019s State Department.\u201d<\/span><\/p>\n<p><span style=\"color: #003366\">Lawrence said the only way these sanctions would move forward \u201cis if Algeria materially helps the Russian war in Ukraine, which they are not going to do.\u201d\u00a0<\/span><\/p>\n<p><span style=\"color: #003366\">Moreover, it\u2019s unlikely that U.S. sanctions would change Algeria\u2019s relationship with Russia. Instead, it could breed growing Algerian suspicions about the United States and mounting concerns about the influence of Moroccan lobbyists in Washington. \u201cAlgiers will remain close to Moscow,\u201d Dalia Ghanem, a resident scholar at the Carnegie Middle East Center in Beirut, told Responsible Statecraft. \u201cThe sanctions [imposed by] the United States, if they pass, will not change anything. On the opposite, this will antagonize Algeria further and this will not be good news for the United States which still needs [Algeria as an ]ally in the Sahel and in the counterterrorism field.\u201d<\/span><\/p>\n<p><span style=\"color: #003366\">Nonetheless, Russia can\u2019t take for granted Algeria\u2019s refusal to downgrade relations with Moscow or even criticize Putin\u2019s government, particularly if Russia decides to use nuclear weapons in Ukraine. One legacy of France\u00a0<a style=\"color: #003366\" href=\"https:\/\/www.france24.com\/en\/live-news\/20210729-france-s-1960s-nuclear-tests-in-algeria-still-poison-ties\">testing<\/a>\u00a0them in Algeria between 1960 and 1966 and causing irreversible contamination in the region, which has negatively impacted the Algerian public to this day, is Algeria\u2019s strong stance against nuclear weapons.<\/span><\/p>\n<p><span style=\"color: #003366\">It wouldn\u2019t necessarily take nuclear weapons to make Algeria shift its position on the war in Ukraine. The conflict prolonging with continued Russian attacks on civilian infrastructure and innocent Ukrainians could perhaps cause Algeria\u2019s perspective on the conflict to evolve. There is an inherent contradiction between Algeria\u2019s sovereigntist governance doctrine, which rests on the principle of standing up for nation-states\u2019 sovereign rights, and its refusal to condemn Russia\u2019s invasion and theft of Ukrainian land.<\/span><\/p>\n<p><span style=\"color: #003366\">Within this context, growing sympathy for Ukrainians \u2014 especially the country\u2019s Muslim minority \u2014 could trigger some sensitivities among Algerians that may later manifest in either official or unofficial positions that are more supportive of Kyiv. As the Arab country that is most involved in the UN as an international institution, more documentation of Russian atrocities in Ukraine could prompt Algerian officials to call out Russia for its rogue conduct.<\/span><\/p>\n<p><span style=\"color: #003366\">Lawrence pointed to the history of Algeria\u2019s positioning toward the 1992-95 Bosnian civil war \u2014 another European conflict that impacted Islamic sensitives in Algeria \u2014 as possibly a guide when considering how Algiers might evolve its stance on the war in Ukraine.<\/span><\/p>\n<p><span style=\"color: #003366\">Ultimately, Algeria would welcome peace in Ukraine, but Algiers has thus far refrained from making comments against Moscow. Yet, as the Ukrainian civilian death toll continues rising with fears of this conflict further spilling into other European countries, the possibility of Algeria beginning to publicly condemn Russian aggression can\u2019t be ruled out.
