ALGIERS – The Government plans, through its Action Plan which will be submitted to Parliament, to implement the necessary means to develop the agriculture and fishing sector, with the objective of ensuring better food security and diversification of the national economy.
According to the Action Plan, of which the APS has a copy, the government will implement all the tools to develop these two strategic sectors in order to strengthen the country’s food security and promote a productive and diversified economy.
In this document, it was enumerated the actions envisaged in favor of the agricultural sector, in particular the encouragement of private investments through a certain number of motivations including ease of access to land and the de-bureaucratization of the act of investing by the creation of the one-stop shop.
These facilities should make it possible to intensify production and promote an increase in supply as well as a reduction in imports of agricultural products (cereals, rapeseed, corn, sugar beet, etc.).
In its Action Plan, the government is also counting on the promotion of investment in the south through the Office for the Development of Industrial Agriculture in Saharan Lands, land remediation and the recovery of unregulated land. thus worked on securing operators by regularizing their situation.
The government also intends to modernize agriculture by integrating innovation and digitization as well as by reforming technical institutes, research centers, offices and economic groups so that it can meet the objectives of the sector’s development policy.
For a sustainable development of fishing and fishery resources
With regard to fishing and fishery resources, the government’s plan highlighted the capacities of this sector to contribute to the improvement of the country’s food security as well as to the emergence of a productive national economy and diversified through the increase and diversification of the supply of fishery products.
In this context, the government has set objectives for the sustainable development of the sector with a view to increasing the national supply of fishery products, in particular through the promotion and development of large-scale aquaculture, the development of large-scale fishing. broad as well as the maintenance of existing jobs and the creation of new openings.
Still with a view to increasing the productivity of the sector, the government intends to revive fish farming through the support of investment projects in large-scale marine aquaculture and the launch of freshwater aquaculture, especially in the continental and Saharan areas.
At the same time, the Action Plan refers to the development of offshore fishing through the support of investors for the creation and extension of a fleet dedicated to the exercise of this activity for the exploitation of new fishing areas.
On the program, actions are also planned to improve the management and responsible exploitation of artisanal and coastal fishing within the framework of the continuation of the reforms initiated in the mode of operation and management of fishing ports.
Regarding the shipbuilding component, the government intends to develop shipbuilding, repair and maintenance with the national capacities of the fishing and aquaculture fleet, through the establishment of an appropriate regulatory framework which should define the exercise of this activity.
The encouragement of SMEs, micro-enterprises and start-ups and the promotion of fishery products for export, particularly through existing mechanisms (ANADE, CNAC, ANGEM) were also mentioned in the Action Plan .
