Pendant pr\u00e8s de soixante-dix ans, Ghar Djebilat est rest\u00e9 un paradoxe g\u00e9ologique : l\u2019un des plus grands gisements de fer au monde, connu de tous, \u00e9tudi\u00e9 par tous, mais exploit\u00e9 par personne. Dans la presse am\u00e9ricaine, le site est souvent d\u00e9crit comme un \u00ab Sleeping Giant \u00bb<\/em>, un g\u00e9ant endormi, symbole de ces richesses africaines longtemps neutralis\u00e9es par l\u2019absence d\u2019infrastructures, de vision industrielle et de continuit\u00e9 strat\u00e9gique.<\/p>\n

Aujourd\u2019hui, ce g\u00e9ant s\u2019\u00e9veille. Et ce r\u00e9veil ne passe pas par un discours politique, mais par quelque chose de beaucoup plus concret : l\u2019acier des rails. La ligne ferroviaire B\u00e9char\u2013Tindouf, qui relie le gisement au reste du territoire et aux ports, est unanimement d\u00e9crite par les centres d\u2019analyse am\u00e9ricains comme la d\u00e9cision \u00e9conomique la plus structurante de l\u2019Alg\u00e9rie depuis des d\u00e9cennies. Bloomberg parle m\u00eame d\u2019un \u00ab Game Changer \u00bb<\/em> : un changement de \u0642\u0648\u0627\u0639\u062f \u0627\u0644\u0644\u0639\u0628\u0629 dans toute l\u2019Afrique du Nord.<\/p>\n

Bloomberg va plus loin : l\u2019Alg\u00e9rie ne serait plus seulement une \u00ab station-service de l\u2019Europe \u00bb, mais un acteur minier en devenir, capable d\u2019exporter de l\u2019acier, pas seulement du gaz. Ce glissement est fondamental. Il signifie un passage d\u2019une \u00e9conomie de rente \u00e9nerg\u00e9tique \u00e0 une \u00e9conomie de transformation industrielle. Autrement dit, sortir de ce que les m\u00e9dias anglo-saxons appellent l\u2019\u00ab Oil Curse \u00bb<\/em>, la mal\u00e9diction p\u00e9troli\u00e8re qui enferme les pays producteurs dans la d\u00e9pendance aux hydrocarbures.<\/p>\n

The Wall Street Journal, de son c\u00f4t\u00e9, insiste sur la dimension g\u00e9o\u00e9conomique. Dans un monde obs\u00e9d\u00e9 par la transition \u00e9nerg\u00e9tique, la s\u00e9curisation des cha\u00eenes d\u2019approvisionnement en mati\u00e8res premi\u00e8res devient strat\u00e9gique. Le fer est au c\u0153ur de tout : \u00e9oliennes, rails, batteries, infrastructures, d\u00e9fense. Et dans ce contexte, l\u2019Alg\u00e9rie b\u00e9n\u00e9ficie d\u2019un avantage brutal : la g\u00e9ographie. La proximit\u00e9 avec l\u2019Europe, combin\u00e9e \u00e0 des co\u00fbts logistiques faibles, pourrait placer Ghar Djebilat en concurrence directe avec les grands fournisseurs traditionnels d\u2019Am\u00e9rique du Sud.<\/p>\n

Al-Monitor r\u00e9sume parfaitement l\u2019enjeu : l\u2019Alg\u00e9rie ne construit pas seulement une voie ferr\u00e9e, elle se positionne comme hub industriel m\u00e9diterran\u00e9en et africain. C\u2019est un changement de statut. On ne parle plus d\u2019un pays exportateur de ressources brutes, mais d\u2019un futur n\u0153ud de production, de transformation et de redistribution industrielle \u00e0 l\u2019\u00e9chelle r\u00e9gionale.<\/p>\n

Forbes, dans un registre plus financier, qualifie le projet d\u2019\u00ab investissement souverain intelligent \u00bb. La formule est int\u00e9ressante : elle reconna\u00eet implicitement que l\u2019\u00c9tat alg\u00e9rien ne cherche pas simplement \u00e0 exploiter une mine, mais \u00e0 convertir un stock naturel dormant en flux de revenus durables. En langage simple : transformer le sous-sol en \u00e9conomie r\u00e9elle, et donc r\u00e9duire l\u2019exposition structurelle aux chocs p\u00e9troliers.<\/p>\n

M\u00eame les plateformes d\u2019investissement comme Energy Capital & Power parlent du rail B\u00e9char\u2013Tindouf comme de \u00ab l\u2019\u00e9pine dorsale de l\u2019Alg\u00e9rie post-hydrocarbures \u00bb. La m\u00e9taphore est parlante : sans infrastructure, pas d\u2019industrie ; sans logistique, pas de souverainet\u00e9 \u00e9conomique. Le rail devient ici un instrument de puissance, au m\u00eame titre qu\u2019un port, un barrage ou un r\u00e9seau \u00e9lectrique.<\/p>\n

Enfin, l\u2019US Geological Survey, r\u00e9f\u00e9rence mondiale en mati\u00e8re de ressources naturelles, classe d\u00e9sormais l\u2019Alg\u00e9rie comme \u00ab Emerging Global Player \u00bb<\/em> dans le fer et l\u2019acier. Autrement dit : un acteur mondial \u00e9mergent, pas un simple producteur local. Et l\u00e0 encore, le mot-cl\u00e9 n\u2019est pas \u00ab mine \u00bb, mais \u00ab infrastructure \u00bb. Sans rails, Ghar Djebilat reste du sable rouge. Avec les rails, il devient de l\u2019acier exportable.<\/p>\n

Mon opinion est simple : Ghar Djebilat n\u2019est pas un projet minier, c\u2019est un projet civilisationnel.<\/em> C\u2019est la premi\u00e8re fois depuis longtemps que l\u2019Alg\u00e9rie investit dans une cha\u00eene compl\u00e8te : ressource \u2192 transport \u2192 transformation \u2192 march\u00e9. Ce n\u2019est pas spectaculaire m\u00e9diatiquement, ce n\u2019est pas viral sur les r\u00e9seaux, mais c\u2019est exactement ce qui fait la diff\u00e9rence entre un pays qui survit et un pays qui se structure.<\/p>\n

Et paradoxalement, ce sont les m\u00e9dias am\u00e9ricains qui semblent mieux mesurer la port\u00e9e historique de ce projet que beaucoup de commentateurs locaux.<\/em> Eux parlent de g\u00e9ant, de rupture, de souverainet\u00e9 industrielle. L\u00e0 o\u00f9 d\u2019autres continuent \u00e0 raisonner en slogans, eux raisonnent en infrastructures.<\/p>\n

Ghar Djebilat, ce n\u2019est pas seulement du fer. C\u2019est la possibilit\u00e9, enfin concr\u00e8te, de sortir de la rente, non pas par id\u00e9ologie, mais par m\u00e9canique \u00e9conomique.<\/p>\n
