Le rapport de la soci\u00e9t\u00e9 am\u00e9ricaine “Graphika” sur l’Alg\u00e9rie, qui est une “\u00e9vidente” ing\u00e9rence”, cherche \u00e0 cr\u00e9er une nouvelle agitation malsaine” dans la vie politique du pays, a estim\u00e9 l’universitaire Ahmed Bensaada, soulignant qu’actuellement l’Alg\u00e9rie est sous le feu nourri d\u2019une guerre de quatri\u00e8me g\u00e9n\u00e9ration.<\/strong><\/p>\n

Dans une \u00e9tude publi\u00e9e dimanche 22 ao\u00fbt 2021 dans la revue Afrique-Asie, sous le titre\u00a0“Le rapport de Graphika : soft power et guerre de 4e g\u00e9n\u00e9ration contre l\u2019Alg\u00e9rie”<\/a><\/strong><\/em>, M. Bensaada a soulign\u00e9 que le rapport de ladite soci\u00e9t\u00e9 sp\u00e9cialis\u00e9e dans l’analyse de r\u00e9seau, qui est “une \u00e9vidente ing\u00e9rence dans la politique int\u00e9rieure de l\u2019Alg\u00e9rie cherche \u00e0 cr\u00e9er une nouvelle agitation malsaine dans la vie politique du pays”.<\/p>\n

M. Bensaada s’interroge sur le timing du rapport Graphika, estimant qu'”il est quand m\u00eame \u00e9trange que sa publication intervienne juste apr\u00e8s le scandale Pegasus qui a cibl\u00e9 l\u2019Alg\u00e9rie. De victime, l\u2019Alg\u00e9rie est pr\u00e9sent\u00e9e comme coupable par Graphika”, a-t-il soulign\u00e9.<\/p>\n

“Pourquoi l\u2019Alg\u00e9rie? Pourquoi maintenant? Quel est le but recherch\u00e9? Qui a command\u00e9 l\u2019\u00e9tude? Qui l\u2019a financ\u00e9e? Et qui a collabor\u00e9 avec eux pour leur fournir les d\u00e9tails n\u00e9cessaires?”, s’est questionn\u00e9 l’auteur de l’\u00e9tude, ajoutant que si “Graphika s\u2019est int\u00e9ress\u00e9e \u00e0 l\u2019Alg\u00e9rie, c\u2019est que ce pays repr\u00e9sente un enjeu g\u00e9ostrat\u00e9gique important pour les Etats-Unis”.<\/p>\n

Le chercheur a r\u00e9v\u00e9l\u00e9 \u00e9galement qu’en plus de “l\u2019institution pr\u00e9sidentielle, c\u2019est l\u2019institution militaire alg\u00e9rienne qui a \u00e9t\u00e9 d\u00e9nigr\u00e9e”, par le rapport Graphika, en estimant que l’Alg\u00e9rie, comme tous les pays du monde, “a ses institutions \u00e9tatiques et s\u2019exprime dans les m\u00e9dias qu\u2019elles jugent ad\u00e9quats \u00e0 son message”.<\/strong><\/em><\/p><\/blockquote>\n

Il a estim\u00e9 dans la m\u00eame \u00e9tude que le rapport de Graphika critique le “droit \u00e0 l\u2019institution militaire de faire des reportages sur les \u2018fake news\u2019 et de d\u00e9noncer les agissements de certains groupes qui menacent la s\u00e9curit\u00e9 et la souverainet\u00e9 de l\u2019Alg\u00e9rie”.<\/p>\n

Pour ce qui est des conclusions tir\u00e9es de cette \u00e9tude, l’universitaire a affirm\u00e9 que “des sites jug\u00e9s “ind\u00e9sirables” sont supprim\u00e9s sur recommandation de Graphika qui fait de\u00a0 la politique et non de l’analyse de r\u00e9seaux”, selon Bensaada.<\/p>\n

“La d\u00e9marche constitutionnelle adopt\u00e9e par l\u2019Etat alg\u00e9rien pour sortir de l\u2019impasse ne plait pas \u00e0 Graphika”<\/strong><\/em>, conclut l’\u00e9tude d’Ahmed Bensaada, ajoutant que la m\u00eame soci\u00e9t\u00e9 am\u00e9ricaine “supporte la politique du “Yetnahaw Gaa” pr\u00f4n\u00e9e en particulier par les Ongistes, form\u00e9s et financ\u00e9s par les organismes am\u00e9ricains d\u2019”exportation” de la d\u00e9mocratie.<\/p>\n

“Graphika se positionne, selon la m\u00eame \u00e9tude, “contre les institutions de l\u2019Etat alg\u00e9rien et soutient les groupes cit\u00e9s pr\u00e9c\u00e9demment”, dont deux sont consid\u00e9r\u00e9s comme des organisations terroristes.<\/strong><\/em><\/p><\/blockquote>\n

Le r\u00e9seau social Facebook “encourage” les manifestations en ligne pour ceux qui militent pour la phase de transition en Alg\u00e9rie, mais ferme les comptes de ceux qui soutiennent la d\u00e9marche constitutionnelle, affirme encore la m\u00eame \u00e9tude.<\/p>\n

Par ailleurs, l’\u00e9tude de l’universitaire Ahmed Bensaada est revenue longuement sur le r\u00f4le de ces organismes am\u00e9ricains “d\u2019exportation” de la d\u00e9mocratie, dans le chaos qui pr\u00e9vaut aujourd’hui dans plusieurs pays arabes.<\/strong><\/em><\/p><\/blockquote>\n

L’\u00e9tude a mis l’accent aussi sur les sources de financement de ces ONG, dirig\u00e9es par des hommes politiques influents et des membres des grandes agences du renseignement am\u00e9ricain, dont la soci\u00e9t\u00e9 Graphika qui est financ\u00e9e par “des entit\u00e9s directement ou indirectement reli\u00e9es \u00e0 l\u2019administration am\u00e9ricaine, \u00e0 l\u2019administration britannique, \u00e0 l\u2019OTAN “, est-il soulign\u00e9.<\/p>\n
