L\u2019objectif \u00e9tant, selon lui, de cr\u00e9er \u00ab<em>\u00a0des chaines de valeur<\/em>\u00a0\u00bb telles que \u00ab\u00a0<em>le d\u00e9veloppement de l\u2019\u00e9cotourisme et des activit\u00e9s r\u00e9cr\u00e9atives et de la fili\u00e8re bois-\u00e9nergie comme source alternative<\/em>\u00a0\u00bb.<\/p>\n<p>Pour parvenir \u00e0 une industrie foresti\u00e8re digne de ce nom (li\u00e8ge, plantes aromatiques et m\u00e9dicinales\u2026.), l\u2019expert a ainsi rappel\u00e9 que ce projet n\u00e9cessitait l\u2019implication\u00a0<em>\u00ab des centres de recherche\u00a0<\/em>\u00bb.<\/p>\n<p>Invit\u00e9 \u00e0 participer aux d\u00e9bats, le conseiller de l\u2019Agence allemande de coop\u00e9ration internationale pour le d\u00e9veloppement (GIZ),\u00a0<strong>Ludwig Liagre<\/strong>, a quant \u00e0 lui sugg\u00e9r\u00e9 l\u2019id\u00e9e de \u00ab\u00a0<em>partenariats avec les op\u00e9rateurs priv\u00e9s\u00a0<\/em>\u00bb.<\/p>\n<p>Pour \u00e9tayer son propos, le sp\u00e9cialiste en \u00e9conomie de l\u2019environnement\u00a0a mentionn\u00e9 l\u2019exemple du\u00a0<strong>Costa Rica<\/strong>. Le pays d\u2019Am\u00e9rique centrale a ainsi sign\u00e9 des conventions de cinq ans pour prot\u00e9ger son patrimoine forestier en mettant en place \u00ab\u00a0<em>des incitations pour le reboisement, l\u2019agroforesterie et la r\u00e9g\u00e9n\u00e9ration naturelle des for\u00eats<\/em>\u00a0\u00bb a-t-il expliqu\u00e9.<\/p>\n<p>Et d\u2019ajouter : \u00ab\u00a0\u00a0<em>les responsables doivent favoriser le recours au financement local, notamment de la part d\u2019investisseurs priv\u00e9s orient\u00e9s vers le secteur forestier pour booster la productivit\u00e9\u00a0<\/em>\u00bb.<\/p>\n<p>Allant dans le m\u00eame sens, l\u2019auditeur et conseil en gestion de risques,\u00a0<strong>Jean Pierre Deutch<\/strong>, a estim\u00e9 de son cot\u00e9 que les partenariats publics-priv\u00e9s (PPP) pourraient augmenter la productivit\u00e9 des for\u00eats, \u00e0 condition a-t-il pr\u00e9cis\u00e9, de d\u00e9velopper \u00ab\u00a0<em>des politiques d\u2019incitation faisant de la for\u00eat un investissement rentable\u00a0<\/em>\u00bb.<\/p>\n<p>Organisateur de l\u2019\u00e9v\u00e9nement, le pr\u00e9sident du CNESE,\u00a0<strong>R\u00e9dha Tir<\/strong>, a conclu en annon\u00e7ant que son institution allait proposer une r\u00e9vision du droit administratif \u00ab\u00a0<em>en visant la correction et la modernisation des textes relatifs au domaine national<\/em>\u00a0\u00bb.
