{"id":33693,"date":"2021-10-17T08:04:26","date_gmt":"2021-10-17T08:04:26","guid":{"rendered":"https:\/\/jazairhope.org\/?p=33693"},"modified":"2021-10-16T16:21:50","modified_gmt":"2021-10-16T16:21:50","slug":"habitat-rural-realisation-de-plus-de-67-000-logements-en-18-mois","status":"publish","type":"post","link":"https:\/\/jazairhope.org\/fr\/habitat-rural-realisation-de-plus-de-67-000-logements-en-18-mois\/","title":{"rendered":"Habitat rural: r\u00e9alisation de plus de 67.000 logements en 18 mois"},"content":{"rendered":"<p>Plus de 67.000 logements ont \u00e9t\u00e9 r\u00e9alis\u00e9s entre janvier 2020 et fin juin 2021 dans le cadre du programme d\u2019Habitat Rural, consid\u00e9r\u00e9 comme le segment favori dans le programme national de logement, a rapport\u00e9, ce samedi 16 octobre 2021, l\u2019agence officielle citant un communiqu\u00e9 de la Caisse nationale du logement (CNL) publi\u00e9s dans le dernier num\u00e9ro de sa revue Batisseur.dz.<\/p>\n<div id=\"local-542182796\" class=\"local-inside-content\">\n<div id=\"beacon_455a7a2639\"><img decoding=\"async\" class=\"td-animation-stack-type0-2\" src=\"https:\/\/servedby.aqua-adserver.com\/lg.php?bannerid=0&amp;campaignid=0&amp;zoneid=7496&amp;loc=https%3A%2F%2Fwww.algerie-eco.com%2F2021%2F10%2F16%2Fhabitat-rural-realisation-de-plus-de-67-000-logements-en-18-mois%2F&amp;cb=455a7a2639\" alt=\"\" width=\"0\" height=\"0\" \/><\/div>\n<\/div>\n<p>Sur 18 mois, et malgr\u00e9 la crise sanitaire li\u00e9e au nouveau coronavirus, le programme d\u2019Habitat Rural, \u00ab\u00a0un \u00e9l\u00e9ment cl\u00e9 de la strat\u00e9gie ciblant la promotion des espaces ruraux et la fixation des populations rurales qui repr\u00e9sentent 32% de la population globale\u00a0\u00bb, a enregistr\u00e9 la r\u00e9alisation de 67.086 logements, indique la revue dans son num\u00e9ro d\u2019octobre en cours.<\/p>\n<p>Selon les chiffres avanc\u00e9s par la CNL, le programme d\u2019Habitat Rural, a enregistr\u00e9 163.031 logements r\u00e9alis\u00e9s entre 2002-2004, puis 404.043 logements durant le quinquennat 2005-2009, 589.720 autres entre 2010-2014 et enfin 533.591 unit\u00e9s durant le quinquennat 2015-2019.<\/p>\n<p>La formule de l\u2019Habitat Rural, qui consiste \u00e0 encourager les m\u00e9nages \u00e0 r\u00e9aliser, en auto-construction, un logement d\u00e9cent dans leur propre environnement rural ou r\u00e9habiliter ou am\u00e9nager un logement existant \u00e0 l\u2019effet d\u2019am\u00e9liorer leurs conditions d\u2019habitat, totalise, depuis 2002, ann\u00e9e de son lancement, 1.757.471 de logements r\u00e9alis\u00e9s, soit un taux 91% du programme notifi\u00e9.<\/p>\n<p>Ce programme repr\u00e9sente 48% du global des livraison, tous segments publics confondus.<\/p>\n<h3><strong>Plus de 1.000 mds de DA consomm\u00e9s au titre des aides \u00e0 l\u2019Habitat Rural<\/strong><\/h3>\n<p>Selon la CNL, les consommations de cr\u00e9dits relatives aux aides rurales ont atteint, durant la p\u00e9riode 2002-juin 2021, un montant de 1089,55 milliards DA.<\/p>\n<p>Les modalit\u00e9s de choix des b\u00e9n\u00e9ficiaires et la mise en \u0153uvre des programmes notifi\u00e9s rel\u00e8vent d\u2019un comit\u00e9 de wilaya pr\u00e9sid\u00e9 par le wali. L\u2019aide est lib\u00e9r\u00e9e par la CNL en deux tranches, aux mains de l\u2019auto constructeur reconnu \u00e9ligible, apr\u00e8s constat d\u2019avancement des travaux.<\/p>\n<p>La participation du b\u00e9n\u00e9ficiaire dans ce cas se traduit par la mobilisation d\u2019une assiette fonci\u00e8re qui rel\u00e8ve g\u00e9n\u00e9ralement de sa propri\u00e9t\u00e9, sa participation \u00e0 la r\u00e9alisation ainsi que le parach\u00e8vement des travaux a l\u2019int\u00e9rieur du logement le cas \u00e9ch\u00e9ant.
