Le financement non conventionnel ou commun\u00e9ment appel\u00e9 la planche \u00e0 billets, mis en place en 2017 par le gouvernement de l\u2019ancien premier ministre Ahmed Ouyahia, fait encore d\u00e9bat. Le financement mon\u00e9taire continue de susciter la controverse dans un contexte marqu\u00e9 par une d\u00e9gradation de la situation macro\u00e9conomique du pays, avec une inflation galopante.<\/p>\n

Depuis quelques mois, les prix des produits de grande consommation ont augment\u00e9 de mani\u00e8re consid\u00e9rable et ne cessent d\u2019augmenter. Certains \u00e9conomistes estiment que\u00a0cette inflation n\u2019est que la cons\u00e9quence diff\u00e9r\u00e9e du recours \u00e0 la planche \u00e0 billets<\/a>.<\/p>\n

Le professeur d\u2019\u00e9conomie Raouf Boucekkine qui faisait partie de la Task Force install\u00e9e en 2015 aupr\u00e8s de l\u2019ancien premier ministre, Abdelmalek Sellal, a indiqu\u00e9, dans un entretien accord\u00e9 au m\u00e9dia\u00a0Radio M<\/a>, que le recours \u00e0 ce type de financement n\u2019a rien de \u00ab\u00a0harem\u00a0\u00bb.<\/p>\n

La banque d\u2019Alg\u00e9rie a indiqu\u00e9, dans un point de situation sur le financement non conventionnel \u00e9tabli le 1er<\/sup>\u00a0avril 2019\u00a0et publi\u00e9 sur le site de la Banque d\u2019Alg\u00e9rie, avoir \u00e9t\u00e9 contre le recours \u00e0 la planche \u00e0 billets.<\/p>\n

La banque d\u2019Alg\u00e9rie avait expliqu\u00e9 qu\u2019 \u00ab\u00a0une telle option risque d\u2019entra\u00eener l\u2019\u00e9conomie dans une spirale inflationniste et de d\u00e9pr\u00e9ciation de la monnaie nationale, fortement dommageable\u00a0\u00bb.<\/p>\n

Le financement non conventionnel \u00e0 l\u2019origine de l\u2019inflation \u00ab\u00a0une idiotie\u00a0\u00bb<\/h3>\n

Interrog\u00e9 sur le fait que le financement non conventionnel pourrait \u00eatre \u00e0 l\u2019origine de l\u2019inflation actuelle, le professeur Boucekkine a \u00e9cart\u00e9 d\u2019un revers de main cette hypoth\u00e8se, estimant que\u00a0 \u00ab\u00a0c\u2019est une idiotie\u00a0\u00bb.<\/p>\n

\u00ab\u00a0Nous avions \u00e9cart\u00e9 l\u2019effet inflationniste. c\u2019\u00e9tait une idiotie de dire qu\u2019on allait avoir une inflation \u00e0 deux chiffres\u00a0\u00bb, a-t-il rappel\u00e9, expliquant que \u00ab\u00a0l\u2019inflation actuelle n\u2019est pas due \u00e0 l\u2019impulsion mon\u00e9taire, m\u00eame de 6500 milliards de DA qui a \u00e9t\u00e9 en v\u00e9rit\u00e9\u00a0 d\u00e9truite en 2020\u00a0\u00bb.<\/p>\n

Il a expliqu\u00e9 que les agr\u00e9gats mon\u00e9taires, notamment l\u2019agr\u00e9gat M2, a enregistr\u00e9 une croissance \u00e0 la fin de 2019 et en 2020. Selon le Pr. Boucekkine, il suffit de regarder o\u00f9 l\u2019argent a \u00e9t\u00e9 affect\u00e9 pour comprendre qu\u2019 \u00ab\u00a0une partie n\u2019est pas inflationniste\u00a0\u00bb.<\/p>\n

Le financement non conventionnel r\u00e9sulte de la cr\u00e9ation mon\u00e9taire ex-nihilo, de l\u2019\u00e9mission de monnaie par la banque centrale, sans contrepartie en termes de marchandises. En effet, une \u00e9mission excessive de la monnaie par rapport \u00e0 la production peut expliquer la hausse des prix.<\/p>\n

Toutefois, le professeur Boucekkine n\u2019a pas pris en compte la d\u00e9sorganisation du march\u00e9, notamment le fait que la production nationale n\u2019arrive pas \u00e0 satisfaire la demande.<\/p>\n

Plusieurs \u00e9conomistes avaient estim\u00e9 que la banque d\u2019Alg\u00e9rie n\u2019avait pas encore recouru \u00e0 tous les instruments conventionnels avant de recourir au financement mon\u00e9taire.<\/p>\n

Le Pr. Boucekkine dit pr\u00e9f\u00e9rer \u00ab\u00a0le financement mon\u00e9taire direct au Tr\u00e9sor\u00a0\u00bb. Et d\u2019ajouter : \u00ab\u00a0On a bien vu que le passage du taux de r\u00e9serve obligation \u00e0 2% ne r\u00e9glait rien, les op\u00e9rations d\u2019open market n\u2019ont rien donn\u00e9 et les taux de change \u00e0 terme ne pr\u00e9venaient pas la d\u00e9valuation. Ils ne r\u00e9glaient pas le d\u00e9ficit abyssal de la balance des paiements\u00a0\u00bb.<\/p>\n

L\u2019inflation vient du Covid-19 et c\u2019est mondial<\/h3>\n

Selon l\u2019\u00e9conomiste, l\u2019inflation vient du Covid-19 et elle est mondiale. \u00ab\u00a0C\u2019est un ph\u00e9nom\u00e8ne qui est aliment\u00e9 par l\u2019inflation import\u00e9e expliquant que les mati\u00e8res premi\u00e8res et les produits alimentaires ont connu une croissance importante\u00a0\u00bb, a-t-il expliqu\u00e9.<\/p>\n

Pour faire face aux cons\u00e9quences de la pand\u00e9mie du Covid-19, le gouvernement alg\u00e9rien a baiss\u00e9 les imp\u00f4ts et a augment\u00e9 le salaire minimum, ce qui est, selon le Pr. Boucekkine, inflationniste.<\/p>\n

Il exclut le fait que le taux de change ait jou\u00e9 un r\u00f4le important expliquant que l\u2019essentiel de la d\u00e9valuation a eu lieu \u00e0 partir de d\u00e9cembre 2020.<\/p>\n

Toutefois, la d\u00e9valuation du dinar peut \u00e9galement expliquer la hausse des prix notamment des produits import\u00e9s qui sont plus chers en raison de la baisse de la valeur du dinar.<\/p>\n

Le Fonds mon\u00e9taire international (FMI) a confirm\u00e9 les craintes de la Banque d\u2019Alg\u00e9rie. En effet, le FMI qui s\u2019est inqui\u00e9t\u00e9 de la situation macro\u00e9conomique en Alg\u00e9rie, a recommand\u00e9 l\u2019abandon du financement mon\u00e9taire, afin d\u2019endiguer l\u2019augmentation de l\u2019inflation.<\/p>\n

Le FMI avait pr\u00e9conis\u00e9 une plus grande flexibilit\u00e9 du taux de change et un resserrement de la politique mon\u00e9taire permettra d\u2019endiguer les pressions inflationnistes.<\/p>\n
