Les \u00e9changes commerciaux effectu\u00e9s durant la p\u00e9riode de 2005 \u00e0 2010, l\u2019ont \u00e9t\u00e9 sens unique: les pays de l\u2019UE, dont la France principalement, ont r\u00e9ussi \u00e0 exporter vers notre pays plus de 200 milliards de dollars\u00a0!\u00a0<\/strong><\/p>\n<p><strong>Akrem R<\/strong><\/p>\n<p>Un chiffre qui fait peur et froid dans le dos, dira, hier, le pr\u00e9sident de la CAPC, Sami Agli, lors de son passage au Forum d\u2019El Moudjahid \u00ab\u00a0conf\u00e9rence-d\u00e9bat sur la r\u00e9vision de l\u2019Accord d\u2019association Alg\u00e9rie\/Union europ\u00e9enne (UE)\u00bb.<\/p>\n<p>Affirmant que cet accord n\u2019est pas forc\u00e9ment favorable \u00e0 notre pays, Agli a indiqu\u00e9, toutefois, que \u00abnous avons cet accord et nous avons besoin de pr\u00e9server de bonnes relations avec l\u2019UE. Nous appartenons \u00e0 cet espace commun eurom\u00e9diterran\u00e9en. N\u00e9anmoins, la r\u00e9vision de cet accord est une n\u00e9cessit\u00e9 absolue, afin de pr\u00e9server les int\u00e9r\u00eats de notre pays\u00bb. Depuis son entr\u00e9e en application, l\u2019accord est limit\u00e9 aux aspects de l\u2019importation et de l\u2019exportation, d\u00e9plore-t-il, en s\u2019interrogeant sur le nombre de projets d\u2019investissements r\u00e9alis\u00e9s par l\u2019UE en Alg\u00e9rie\u00a0? La r\u00e9ponse est simple\u00a0: pratiquement rien. L\u2019Alg\u00e9rie est per\u00e7ue comme \u00e9tant un march\u00e9 tout,\u00a0 simplement.<\/p>\n<p>En effet, un accord d\u2019association doit participer au renforcement de notre tissu industriel \u00e0 travers des investissements directs, un transfert de technologies et non \u00e0 sa destruction \u00e0 travers l\u2019importation \u00abanarchique\u00bb.<\/p>\n<p>Dans ce cadre, le pr\u00e9sident de CAPC a affirm\u00e9 que l\u2019export est intimement li\u00e9 \u00e0 l\u2019investissement. En clair, notre pays a besoin de projets d\u2019investissements et d\u2019accompagnement pour les entreprises alg\u00e9riennes afin d\u2019aller conqu\u00e9rir des parts \u00e0 l\u2019international. D\u2019autant plus que \u00ab\u00a0si, aujourd\u2019hui, nous sommes arriv\u00e9s \u00e0 exporter de l\u2019acier, c\u2019est que de gros investissements ont \u00e9t\u00e9 consentis et r\u00e9alis\u00e9s dans ce domaine. M\u00eame chose pour les produits chimiques et phytosanitaire\u00bb, a-t-il indiqu\u00e9, en rappelant que l\u2019acteur \u00e9conomique est \u00e0 la recherche d\u2019opportunit\u00e9s. \u00c0 cet effet, estime Agli, \u00ab\u00a0l\u2019heure est venue de revoir cet accord et, surtout, de r\u00e9fl\u00e9chir \u00e0 comment r\u00e9ellement l\u2019\u00e9quilibrer\u00bb.<\/p>\n<p>Afin de ne pas commettre les m\u00eames erreurs du pass\u00e9, il est recommand\u00e9 aux pouvoirs publics d\u2019associer les acteurs \u00e9conomiques et experts qui sont les connaisseurs de la r\u00e9alit\u00e9 du terrain afin de d\u00e9fendre les int\u00e9r\u00eats de notre pays. \u00ab\u00a0Dire vrai et d\u00e9fendre un accord r\u00e9aliste\u00bb, a-t-il sugg\u00e9r\u00e9.<\/p>\n<p>La liste de produits faciles \u00e0 exporter vers l\u2019UE est tr\u00e8s limit\u00e9e. Des barri\u00e8res protectionnistes sont mises en place, rendant l\u2019accessibilit\u00e9 de produits \u00abmade in algeria\u00bb pratiquement impossible. Ceci nous interpelle, dira d\u2019embl\u00e9e Sami Agli, \u00e0 la favorisation de l\u2019investissement et produire selon les normes.<\/p>\n<div class=\"jeg_ad jeg_ad_article jnews_content_inline_2_ads  \">\n<div class=\"ads-wrapper align-center \"><\/div>\n<\/div>\n<p>L\u2019instauration de la taxe carbone dans les prochaines ann\u00e9es rendra la tache ardue pour les exportateurs alg\u00e9riens. \u00ab\u00a0Nous avons des sites industriels importants qui doivent se pr\u00e9parer d\u00e8s maintenant \u00e0 tirer profit de cet accord et se pr\u00e9parer \u00e9galement \u00e0 l\u2019adh\u00e9sion \u00e0 l\u2019OMC. Nos entreprises doivent se mettre\u00a0 aux normes de conformit\u00e9, certification et\u00a0 pour esp\u00e9rer aller \u00e0 l\u2019international\u00bb, recommande-t-il. En outre, il a appel\u00e9 \u00e0 la r\u00e9vision du syst\u00e8me bancaire, notamment la loi r\u00e9gissant le cr\u00e9dit et la monnaie afin de permettre aux entreprises d\u2019externaliser. \u00abL\u2019accord avec l\u2019UE a permis aux entreprises d\u2019investir, de rachat \u00e0 l\u2019international.
