La tendance \u00e0 l\u2019am\u00e9lioration du climat des affaires en Alg\u00e9rie se confirme. De plus en plus d\u2019entreprises \u00e9trang\u00e8res, dont certaines d\u2019envergure internationale, manifestent leur int\u00e9r\u00eat pour investir dans le march\u00e9 alg\u00e9rien, \u00e0 la faveur notamment des avantages charri\u00e9s par la nouvelle loi relative \u00e0 l\u2019investissement, ainsi que du nouveau texte l\u00e9gislatif pr\u00e9voyant des facilitations pour l\u2019acc\u00e8s au foncier \u00e9conomique.<\/span><\/p>\n

C\u2019est du moins ce qui ressort des d\u00e9clarations faites hier \u00e0 l\u2019APS par Omar Rekkache, directeur g\u00e9n\u00e9ral de l\u2019agence alg\u00e9rienne de promotion de l\u2019investissement (AAPI), organisme faisant d\u00e9sormais office de guichet unique et simplifi\u00e9 pour l\u2019accompagnement des investisseurs nationaux et \u00e9trangers.<\/span><\/p>\n

L\u2019agence, qui s\u2019appr\u00eate \u00e0 mettre en place une nouvelle \u00ab\u00a0bourse de partenariat\u00a0\u00bb via sa<\/span>
\nplateforme num\u00e9rique afin de faciliter les contacts entre investisseurs alg\u00e9riens et<\/span>
\n\u00e9trangers, annonce ainsi que pr\u00e8s de 100 entreprises \u00e9trang\u00e8res, dont de grandes<\/span>
\nsoci\u00e9t\u00e9s internationales, ont d\u00e9j\u00e0 manifest\u00e9 aupr\u00e8s de ses services leur intention de lancer des projets d\u2019investissement sur le march\u00e9 alg\u00e9rien. \u00ab\u00a0Plusieurs grandes compagnies ont manifest\u00e9 leur int\u00e9r\u00eat pour l\u2019investissement en Alg\u00e9rie et attendent l\u2019entr\u00e9e en vigueur de la loi relative au foncier \u00e9conomique\u00a0\u00bb, a assur\u00e9 en ce sens le premier responsable de l\u2019AAPI, en soulignant que l\u2019agence a enregistr\u00e9 66 nouveaux projets d\u2019investissement, dont 41 au titre du partenariat local-\u00e9tranger et 25 projets \u00e9trangers directs pour une valeur globale de plus de 834 milliards de dinars et des perspectives de cr\u00e9ation de pr\u00e8s de 9000 emplois.<\/span><\/p>\n

10.000 projets d\u2019ici d\u00e9but 2024<\/strong><\/span><\/h3>\n

De novembre 2022, date \u00e0 laquelle l\u2019AAPI a entam\u00e9 officiellement ses activit\u00e9s, \u00e0 fin juillet dernier, le nombre de projets enregistr\u00e9s au niveau des guichets uniques d\u00e9centralis\u00e9s et du guichet unique des grands projets et des investissements \u00e9trangers a atteint un total de 3120 projets, d\u2019une valeur globale de plus de 1731 milliards de dinars.<\/span><\/p>\n

Quelque 10.000 projets devraient \u00eatre enregistr\u00e9s d\u2019ici d\u00e9but 2024, \u00e0 la faveur de la loi relative au foncier \u00e9conomique, a anticip\u00e9 par ailleurs le DG de l\u2019AAPI, en \u00e9voquant \u00e9galement un bilan de 3054 projets (97,8%) d\u2019investisseurs locaux, pour une<\/span>
\nvaleur de 896 milliards de dinars, qui devraient permettre \u00e0 terme de g\u00e9n\u00e9rer plus de 70.000 emplois.<\/span><\/p>\n

Dans le d\u00e9tail, le bilan de l\u2019AAPI fait \u00e9tat de 17 m\u00e9gaprojets enregistr\u00e9s aupr\u00e8s de ses services, tandis qu\u2019au registre des investissements \u00e9trangers, il est pr\u00e9cis\u00e9 que la Turquie et la Chine arrivent en t\u00eate des intentions d\u2019investissements avec respectivement 25 et 11 projets annonc\u00e9s.<\/span><\/p>\n

En termes de secteurs d\u2019activit\u00e9, le m\u00eame bilan indique que l\u2019industrie attire le plus grand nombre d\u2019investisseurs potentiels avec 1 595 projets pour une valeur de plus de 1330 milliards de dinars, suivi du secteur du b\u00e2timent, des travaux publics et de l\u2019hydraulique avec un total de 462 projets, des transports (455 projets), de l\u2019agriculture (198 projets), des services (192 projets), du tourisme (124) et de la sant\u00e9 (94 projets).<\/span><\/p>\n

Dans l\u2019ensemble, a affirm\u00e9 Rekkache, la moyenne des projets d\u2019investissement enregistr\u00e9s aupr\u00e8s de l\u2019agence devrait atteindre 1000 projets par mois apr\u00e8s la promulgation de la loi relative au foncier \u00e9conomique, contre 350 projets actuellement.<\/span><\/p>\n

Cr\u00e9ation d\u2019une bourse de partenariat<\/strong><\/span><\/h3>\n

\u00ab\u00a0Plusieurs grandes compagnies ont manifest\u00e9 leur int\u00e9r\u00eat pour l\u2019investissement en Alg\u00e9rie et attendent l\u2019entr\u00e9e en vigueur de la loi relative au foncier \u00e9conomique\u00a0\u00bb, at-il pr\u00e9cis\u00e9, tout en mettant en exergue le r\u00f4le pr\u00e9pond\u00e9rant de la diplomatie \u00e9conomique alg\u00e9rienne qui contribue, selon lui, \u00e0 drainer de nombreux investissements \u00e9trangers vers le march\u00e9 alg\u00e9rien.<\/span><\/p>\n

\u00ab\u00a0Les ambassades alg\u00e9riennes ont multipli\u00e9 les d\u00e9marches en vue de faire conna\u00eetre les<\/span>
\nopportunit\u00e9s d\u2019investissement en Alg\u00e9rie ainsi que les avantages offerts par le nouveau code de l\u2019investissement\u00a0\u00bb, a-t-il ainsi assur\u00e9.<\/span><\/p>\n

Un atout d\u00e9terminant en somme pour capter les flux d\u2019investissement directs \u00e9trangers (IDE) et auquel s\u2019ajoutera d\u00e9sormais l\u2019apport attendu de la nouvelle bourse de partenariat que l\u2019AAPI compte mettre en place d\u00e8s la promulgation de la nouvelle loi fixant les conditions et modalit\u00e9s d\u2019octroi du foncier \u00e9conomique relevant du domaine priv\u00e9 de l\u2019Etat et destin\u00e9 \u00e0 la r\u00e9alisation de projets d\u2019investissement.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"
